pension.scheme: refKey missing or pensionSchemeName longer than 60
Symptom
Schema error on the scheme.
Cause
Scheme names from the administration are often longer than 60 characters; refKey is forgotten for schemes copied from regulations.
Fix
Use a short, stable scheme name and an own refKey per scheme.
